About GSR
A global annual symposium convening regulators, policymakers, and ICT leaders from 190+ countries, the Global Symposium for Regulators (GSR-25) is hosted in Riyadh by Saudi Arabia’s Communications, Space & Technology Commission in partnership with the International Telecommunication Union. Under the theme “Regulation for Sustainable Digital Development,” GSR-25 provides a high-level platform to share expertise, advance collaborative regulatory frameworks, spur innovation, expand digital inclusion, and build a secure, sustainable digital future.
THE PROGRAM
GSR-25 addresses digital policy challenges through a dynamic programme of high-impact sessions. From high-level sessions and expert panels to hands-on workshops, each session is curated by the ITU to help regulators translate visionary themes—sustainability, trust, inclusion and innovation—into actionable regulatory principles.
Through global consultation with Regulatory authorities and ITU membership, participants contribute to the development of the 2025 Best Practice Guidelines and leave equipped with strategic insights and practical tools to regulate for sustainable digital development. For more details click here.

Running alongside the main symposium, the GSR‑25 Public Program is hosted by the Communications, Space & Technology Commission (CST) and brings together decision‑makers and thinkers to discuss cutting‑edge innovations and ideas from around the world, with a special focus on the Kingdom of Saudi Arabia’s digital transformation journey.
